I travail for a shelter, who euthanizes for a host of reasons, one of which is inconsistent litter box usage. I totally understand why we do, as it's definitely not something adopters (most) are willing to deal with.
Here's the sentiment. Unless a cat is taught to use a litterbox at an early age it is extrememly laborious to teach a cat who uses the outdoors. This is their natural habitat and hunting grounds.
