How should I go about litter box training a kitten that doesn't know how?

The other day me and my mom found a kitten in the hood of her car. So, we have no conception where the mother is. The kitten maybe had not been around its mother long enough to learn how to use the litterbox. We've gotten it to eat and sip but it won't go to the bathroom.
I was bothered at first that the kitten might be too young to go to the bathroom on its own, but if it's eating food and water, then it is old enough to potty on its own.

I might be getting a kitten in a few months and I am strange about the litter box training. Some people say that their kitten was already litter trained when they got it. Others say that their kitten is still having accidents. Does it weight if I buy from a good breeder or not?
Worthy breeders won't sell kittens less than 10 to 12 weeks old. By this chance they've been taught by the mother cat how to use the litter box.
