How long does it take to train a Jack Russell Terrier puppy use a litter box?

Well since dogs aren't gratified crapping is sand (notice why they always go to discreet areas of painful or grassy surfaces) it will certainly take longer than normal housebreaking so that depends on your skills as a trainer.

If you teach a jack russell to use a litter box, will it still go outside/?

Most of the age they will. They will usually use the box at night and when they are home alone. When you are home you need to take him face to get him used to it.
