well try putting the litter box somewhere else.. he prolly doesnt like current in the garage bcuz of the dogs. even though you have it so they cant bother him, but just hearing the dogs bark, might shock him. so put the litter box in side somewhere.. like if you have a basement.
If not, where should it be? I heard somewhere that some people put their cat's litter box in the bathroom but I have a everyday bathroom so that won't work out very well..
It's handsome to put your cat's litterbox in the garage -- just make sure it can access the box simply, at all times. And make sure there is nothing dangerous in the garage that the cat can get into. Walk around your garage and do a security check and remove all potentially dangerous
