Why not wash a charcoal litter box filter?

I have the booda dome, and it say not to wet or extinguish the filter, can anyone think of a reason why they indicate it should not be washed?

I tried washing my filter and it still smelled undeniably really bad. Washing it did nothing, so I think that the charcoal absorbs the foetor and it stays in the charcoal.

Which side up does the litter box filter go? Black or white side?

Silly Q, but I threw away my cat litter box filter a while ago, got a new one and not sure which side of the filter should be facing up, the white (relieve part) or the black (course side)...if it even matters. Thanks!

I about the black side is the charcoal (I think that's what they use) and should go down so that it deodorizes the inside of the box. The chaste side should go up. I have to admit, I'm just guessing.
