Is it better to use litter or hay for a bunny litter box?

I have always acclimatized litter, but I work at a pet store that uses hay. I have five dwarfs, and the litter has been okay - I intend they sometimes go where they feel instead- but overall good. Today I tried the hay and they didn't go anywhere but the box.

I litter box trained by rabbit, and had Cyclopean results using traditional litter. The main tactic is to be placed sure the litter box is placed in the area that they usually go to the bathroom.

I be aware it might not absorb/smell the best, but is it safe/not poisonous? My bunny likes to demolish paper and stuff, and may just eat it, so would it be really bad for it?
I realize getting another bedding would be bigger, but at the moment that is not possible.
