How to issue pedigree to upcoming liter if we do not have kennel clubs in UAE?

I would like to ask how I can give a pedigree papers to a litter if in UAE there is no any Clubs, confessor and mother of puppies have a pedigree. Father from Ukraine and mother from Serbia? Dialect mayhap I can register them on-line with any Clubs out of UAE?
Pedigree means nothing when it comes to "papers". The open to debate unthinkable is if they are registered as purebred dogs anywhere.
All of the major recognized registries stomach papers from the other recognized registries for the purpose of registering.
